"* Sec. 14. STATE REVENUE SHARING AND SAFE                                                      
COMMUNITIES.  The sum of $104,000,000 is appropriated from the                                      
general fund to the Department of Commerce, Community, and                                          
Economic Development for state revenue sharing and safe                                             
communities funding for FY07, to be allocated as follows:                                           
     (a) The sum of $15,000,000 is allocated to the State Revenue                                   
         Sharing program (AS 29.60.010-080);                                                        
     (b) The sum of $35,000,000 is allocated to the Safe Communities                                
         program (AS 29.60.100-180);                                                                
     (c) The sum of $54,000,000 is allocated to the Safe Communities                                
         program (AS 29.60.100-180) contingent upon the local                                       
         governments utilizing the funding to reduce local property                                 
         and sales taxes.                                                                           
It is the intent of the legislature that the Department of Commerce,                                
Community, and Economic Development provide a report to the 1st                                     
                  thth                                                                              
session of the 25 Alaska State Legislature no later than January 15,                                
2007, documenting the distribution of the allocation for Safe                                       
Communities funding made in (c).  The report should also detail the                                 
local tax effort that was reduced as a result of the increased funding                              
utilizing FY06 tax revenues as the basis for comparison."
